h3alth Group is this office's method applied where it has never been tested. An entry in its register needs a named human, a citation, an as-of date and a grade from a scheme written before any entry existed; the build refuses anything short of that, and the refusal is the product rather than a constraint on it.
The register launches holding nothing, and the front page says so. In a category where the alternative is inventing an evidence grade, an empty register with its scheme published is worth more than a full one — because a reader can check that the first entry was entered under a rule that predates it.
